First of all, I wish you, your family, your team and all the people at the International Criminal Court in The Hague the best wishes for 2019. I am also sending a world of thanks for your support throughout 2018.
In the effort to contribute to counter the violent extremism, I have been gathering the details about terrorism financing. There is a link between human trafficking, drugs, prostitution, gold and diamonds, weapons, guerrillas, conflicts, mass displacement of people, and migration. All these phenomena are part of a supply chain of a few. As the link is not obvious, there is a need for very strict, precise and well-controlled rules by law enforcement for all these elements at the same time (and not one by one) in order to better understand the chain. A 360° approach is needed to deal with this type of organized crime. This involves the witnesses at the very bottom of the chain, who are the victims. Examples are the massive number of migrants who paid fortunes for making to Europe.
Listen to a witness from the Kingdom of Morocco talking about the dangerous migration to Europe. The trip cost him 7000 euro, an amount he didn't make after his arrival in the El Dorado. The only way for making as much money in very short period is by engaging in the human traffic of somebody else.
While the witness in question appears to stay - or efforts to stay - out of trouble, the circumstances as an undocumented migrant are slowly pushing him to take decisions that are flirting with crime. He met a Belgian woman who offered to marry him "just to his papers sorted out". The Belgian Justice refused to recognize the marriage...
While he was telling me his story, I kept looking for the trap. From hearing him, it looks like he is unaware of any traps already from the onset of his trip, which started in Tangiers and which ended in Belgium.
He tells about the dangerous trip he made to cross the Strait of Gibraltar. There was the danger of getting killed either by drowning in the case of an emergency, with very high waves and in the case of a storm as it turns out. There was also the danger of getting killed by the smugglers who carry swords and machetes with them on board "for managing the order".
HIV-aids is part of this picture consisting of migrating abroad without any papers or documents, being shipped by heavily armed people smugglers. HIV cannot be seen, and perhaps a new interview of a different kind is needed to figure this one out.
For now, I have the honor to present his story. The person speaks colloquial Arabic from North Africa. An briefing in English and French is in progress.
The conversation begins with the discussion that it is impossible to convince the other Moroccans to stay in Morocco and not to migrate, given the bitter hardship this involves and the waste of time. "They don't believe that it is not worth the effort", he said.
The name of the person has been withheld for security reasons, but will be made available to the related governments and to the law enforcement agencies, under the condition of a constructive cooperation to get the bottom of the case, which means to proceed with the arrest of the smugglers and to offer either a partial or a total repayment of the trip to the immigrant or regular residence papers, in the absence of a criminal history.
My suggestion to the witness in this interview is to be awarded his 7000 euro back if he describes in detail everything he has seen and everybody who he has met before and during his trip to Europe, and to supply any hint or attributes that might be able to identify the people involved the criminal network, in order to dismantle it, once and for all. I would like to encourage the strategy to all the courts of Justice to enable to track the end point of all the proceeds of the people smugglers and the proceeds from the falsified visas, passports and ID cards.
A lot of this seems to happen in Belgium, but without further investigations, it would be unfair to point the finger to this country alone.
However, the phenomenon of trade with Identity papers seems endemic in this country, and perhaps you might be interested to listen to another interview with a Spanish woman who bought her Belgian residence card for 500 Euro, which I just shared with the European Commissioner for Migration, Home Affairs and Citizenship, His Excellency Dimitris Avramopoulos.
I will continue to gather witnesses until the downfall of the mafia which is hurting the Moroccan people and economy so badly.
I will keep you informed and I thank you greatly for your attention.
Yours sincerely,

Question is in bold

They think it is Paradise. People imagine they can rise quicker (in Europe), but it is a mistake. I have a brother who said who also wants to come.
You have lost 7 years in this country and what is he going to lose when he comes here ? Probably much more. He is probably married and he has children. He will lose all if he comes here.
I wouldn't want this for him
How are you going to convince him (to stay home) ?
I send him information and pictures. He knows (that it is tough), but he believes nobody, He might be thinking that I am jealous and that I don't want the improvements for him, unfortunately. It is when they arrive here that they begin to believe it (how tough it is)
Could you tell how much exactly you have spent ?
I spent 7 million (Reals) to get here ?
7 million , how much is that in Euro ?
7000 Euro
That is really very much ! That is like half a year of social pensions in this country. It is a relatively very high amount for Morocco. How did you gather the 7000 euro in the first place ?
I was successful in my job. I am a professional woodworker, I used to have a workshop of my own and doing good business... It was my sister who changed my mind and (she inspired me with the idea to migrate)
Why don't you follow your own ideas instead of listening to someone else. Do what your mind tells you
This is precisely the problem
Is your sister here ?
Yes she is here. I have siblings in France and in Germany, and also in Morocco. Those who are left in Morocco want to come here, The more I tell them not to come, the more they ignore me to the point that they are not speaking to me anymore,
This is why this interview is important. You have lost 7000 Euro. When will you make that sum again, do you think ? How many years did it take you to gather this amount ?
(his answer was not clear)
How did you get the papers for traveling to Belgium ? Did your sister fill in an application form that she was going to host and take care of you ?
No, I came “on adventure” (illegally)

No, I came “on adventure” (illegally)
What do you mean “on adventure”.
I travelled by zodiac boat (an inflatable dinghy) from Tangiers to Gibraltar. Some five people disappeared on the way.
Five people disappeared ?
We were about forty people leaving Tangiers on the dinghy, and we arrived in Almeria about thirty six people. Four people – I beg your pardon – disappeared.
What happened to them ?
There was a storm on the sea, and there were high waves washing over the boat, and then there was a push and pull between the passengers (each fearing for their lives), and by doing so, four fell out and just didn't make it (they drowned)
There are sharks in there also
Well, we tried to discuss all this with the chief (of the boat), but he wouldn't listen

Well, we tried to discuss all this with the chief (of the boat), but he wouldn't listen
Could you describe how the chief looks like ?
He is from the North. From Tangiers. There were three helpers with him, they were all heavily armed carrying swords and machetes with them on the boat, so that in the case of a problem, they can do something,
Do you mean that if there is a problem with a traveler, he will take the machete and cut the person into pieces ?
Yes, that is right,
And they were taking the money from all the travelers also ? How much did you give him ?
I gave to him the seven million
You have given seven million to this kind of man ? … How does the boat look like ?
About 7 meters long
That is not big and dangerous if a wave washes over it
Had I known that the trip was going to be that dangerous, I wouldn't have left
You didn't know that it was going to be like this ? Didn't they tell you anything about the dangers before the departure ?
At that moment, the mind was childish in the sense that we thought everything will be fine, and when we finally arrived here, we knew the truth (about migration)
The truth (of migration) is... that you were robbed. That is the truth, But there is a solution if you want to earn the 7000 Euro back, Would you be interested to earn the money back by going to the Court of Justice ? Would you go to the Court of Justice ? Would you tell the story of your life to the government as part of an investigation and earn the 7000 Euro ? Would you do it.... Or would you be scared to speak up because you have seen the swords and the machetes ?
Yes, (I am scared) because in the seven years that I have been here, I have already suffered that much, I slept in the street, and I have been through a lot of misery.... No, I prefer to be patient a little more, maybe I will be lucky and find another solution
What kind of luck or solution ? Would you please describe with presicion the luck that you are after ?
Maybe I will get papers ?
A Belgian ? What a shame ! Who told you that this was the solution ?
I had a girl friend who was a Belgian (native) who told me this. She said “I would like to do you a favor and marry you for the papers, to get out of this situation. I would not let you sit in this situation more” We knew eachother for quite some time. We tried a few times and they (the administration) refuse (to recognize) the marriage saying that I was way much older than she is.
Did you think that they don't see this (scam) ? They also can see very well.
Sister, you scare me with your many questions...
Which questions ? Please don't be scared of me.
You see, I would like to do a foot here and a foot in Morocco ?
Yes, that is a good idea, but for how long are you planning to remain in this position ? Did you know that this (bad experience) marks your soul ?
I came young to this country and now look at me. I grew old in no time.
That is exactly what they want to achieve, these people over here, so that you will never be useful for anybody, neither for your country, nor for their country... because they survive by thieving everyone, They are busy thieving the whole world the whole day and they bring the masses of loot here, by boat. They built this country with theft, and we think this place is the El Dorado.
It's a big mistake.
Where there any girls with you on that trip on that boat ?
There were some three girls with us, yes.
Did they come alone or accompanied by any family members ?
I really don't know. Only God knows because nobody was talking during the whole trip. Everyone was stressed and nervous. Everyone was distrusting the sea... The speech and any interaction was gone, once in the sea,
Everyone thought their last hours had arrived.
Misery. Despite all this, my brother says he still want to come here.
[…]
Did you study ? Do you speak French ?
I learned French on the street
Is there anybody in this house who traveled with you ?
No
Where did the people who travelled with you go ?
Some went to the United Kingdom
Did some of them enter the UK, really ?
Yes, I have a friend from Agadir who accompanied me the whole way to Belgium, where we remained together two years. He was a very bright young man. He eventually realized that Belgium was zero, that nothing moves in this place and he left to the UK. He begged that I join him. “Let's go, let's go, let's go”, he said. I answered that I was tired of moving around like that. I have been in Spain, France, until this Hell hole. I am tired of it. I want to stay put here until some miracle happens. He said to me that there was nothing to find in this country and that I was going to waste my life here;
Are you still in touch with him ?
Yes
What has he achieved now ?
He is good. He got married and he has children. He is in London and he has everything going well.
And the others ?
I have no more contact with them. Some went to France, some returned, some died may they rest in peace.
What happened to the bodies of those who died (in the sea) on the way to Europe ?
They were left there. We tried to convince the chief of the boat about this, but every time you speak, they threaten with the machetes and the swords. You would be afraid to speak because then you get hit with some sword or so...
They were treating you like slaves ?
Yes
When you were in Morocco, how did you find out about the boat that crosses the (Strait of) Gibraltar ?
During a simple walk along the coast. I am a regular visitor of Tangier, a city I know so well, because I worked there in the wood industry
Were you making boats with the wood ?
No, I was making the wood for the building construction,
But how did you find the people with the boat (which transports the illegal migrants) ?
That was through a man who I know from a café. The name of the café is “Kahwa dial Habib”. That man knew that I was from the interior of Morocco (all the rest of Morocco except the Rif region). He knew that I was from Casablanca. So he imagined that I was looking to cross the Mediterranean. It all started with “Salam” today, “Salam” the next day. So we befriended, and one day he said “It appears to me that you are looking to leave Morocco”. I coveted traveling to Europe indeed, and he seemed like a serious person to me who takes people to Europe, so I said yes. He replied that this was not a problem at all, because he has a friend who is a smuggler (who can help him go anywhere). About a week later, he introduced me to him. I agreed with the smiggler to get part of the money before the trip and to receive the rest at the end of the trip. He said it was OK. I was not planning to give all the money to someone who I just met in a café. I told him that was unable to advance the total amount in one go, but in installments.
What was included in the price ? What did you buy with the money ?
I bought nothing
That is what I want to hear. One normally releases money in return for something, but you release money for receiving nothing.
No thinking.
The whole of Morocco was smuggled in this petty way (of giving out a lot of money for receiving absolutely nothing). Count how much that is if the smuggler received from forty people the same amount. How much is 40 times 7000 Euro ? Do you think that man will care about you if anybody sinks ? He does not care, because he received the money which he wanted to have. So you had cash money with you. Now that is dangerous in case you lose it in the water. Did you receive an invoice ?
No. He was scared for himself.
What do you mean that he was scared for himself ? You were not afraid of losing the money (without ever getting across the Mediterranean)
No
You were imaging that once in Europe you would be able to earn the money ?
(Yes)
Now, for returning to Morocco, who is going to smuggle you back ? Do you know someone with an an inflatable dinghy for doing the trip in the other direction ? Are you going to gather 7000 Euro for getting back to Morocco ?
I would do a business with the money.
Why didn't you build a business with the 7000 Euro (which you spent on the smugglers) ?
No thinking.
How much would you give to someone who takes you to Morocco today ?
For going to Morocco ?
Yes, how much would you put on the table ? 7000 Euro ?
I think I can get there for free.
For free ? So Morocco is nothing worth according to you ? That is a country where people travel to for free ? But for coming to Belgium you pay 7000 Euro. How brilliant ?
You know the problem is to get here, but going back is not a problem.
Traveling to Morocco will one day be made very difficult; you will see. If you don't go back now, you may never see your family back again,
My mother is soon coming to Belgium,
That will make a difference for you, wouldn't it ?
I think I will keep trying Belgium for another two years or so, and then I will decide what to do next.
